Silver Age Hero Culpa is in reality an empty suit animated by the Magic of wheelchair-bound supreme justice Harlan Parks (who unfortunately feels the feedback of every blow dealt to the suit in his mind). With these new techomagical boots (and the new body-sliders) his real body has gained some manner of mobility.
